9. What is Rebalancer, and how do I use it? *
Rebalancer automatically redistributes your account balance to selected investment options at the frequency period you choose. Rebalancing will begin one frequency period from the time your transaction is submitted. Some investment options may not be provided due to plan restrictions.

EXAMPLE:
Basically if you had 40% in fund A, 20% in fund B and 40% in fund C, over the course of time and through market fluctuations the funds may gain or lose value. Thus, for example, if fund A gained more than 40% of the value of your entire portfolio the Rebalancer would reapportion assets so that only 40% would be in fund A, 20% in fund B and 40% in fund C, the percentages you had originally designated.

Follow these steps to use the Rebalancer:

  1. "Change Account"
  2. "Rebalancer"
  3. Select a frequency period
  4. Select the funds you want to rebalance to. Must equal 100%
  5. Click continue
  6. Verify the information your inserted is correct
  7. Click on complete this transaction
  8. Click submit, and wait for a confirmation #.

* Rebalancing does not assure a profit and does not protect against loss in declining markets.

10. What is Dollar Cost Averaging, and how do I use it? *
Dollar cost averaging can help reduce exposure to stock market fluctuations and timing risk by investing equal, fixed amounts of money in particular investments on a regular schedule. This means you end up buying more shares when prices are low and fewer shares when prices are high. In the long run, this slow and steady investment pace could lower your average cost - turning the normal ups and downs of the stock market in your favor.

Follow these steps to successfully use the Dollar Cost Average:

  1. "Change Account"
  2. "Dollar Cost Average"
  3. Select a Frequency period
  4. Choose the amount and funds of your choice
  5. Choose the percentage to go in select funds. Has to equal 100%
  6. Click continue
  7. Verify the information you inserted is correct
  8. Click on complete this transaction
  9. Click submit, and wait for a confirmation #.

Dollar cost averaging does not assure a profit and does not protect against loss in declining markets. Investors should also consider their financial ability to continue a dollar cost averaging plan during periods of low and high price levels.

12. When I log on and navigate through the site, I am constantly asked to re-enter my SSN and PIN.
A "cookie" issue commonly causes this problem. A "cookie" or a "session variable" is a bit of information that a Web server, hosting a Web site such as this Web site stores on a Web client such as your PC. Cookies are of two types - temporary and permanent. Temporary cookies are deleted every time you shut your browser down, or after a certain amount of inactivity (ten minutes at www.CityOfLa457.com). Permanent cookies are retained on your PC's hard drive, typically taking less space than it takes to store two lines of English text.

A permanent cookie is used to store non-private information that helps Web servers customize the way you view that Web site. Information such as where you left on the Web site the last time you visited, the functions you use most often etc. are stored so that return visits are more familiar for you.

This Web site only uses temporary cookies for personal account information. We use these to store information about your transactions at our Web site so you do not have to authenticate your identity with your SSN# and PIN# every time you want to do something at our Web site. As with all temporary cookies this information - which is already encrypted so it would not make any sense if anybody looked at it - is deleted every time you shut your browser down, or every five minutes there is no activity, whichever comes first.

Without using cookies it becomes impossible to offer the range and type of transactions, calculations, documents education and advice we have on our Web site. Cookies are passive bits of information, analogous to a sticky note on your desk. They can never do any damage to your PC or erase any records etc. To keep from having to re-enter your SSN and PIN, we advise checking the "enable all cookies" option in your browser. This will also allow you to in order to take advantage of the customization and personalization features at our Web site and others.

To do this in Netscape 4.x:

  1. On your top menu bar click on Edit, Preferences Advanced.
  2. Click on the "Accept all cookies" radio button.
  3. If you want to be informed each time a cookie is set (not recommended) you can click on the check box that says "Warn me..."

In Internet Explorer 4.x:

  1. On your top menu bar click on View, Internet options... Advanced.
  2. Scroll down to the Cookies section.
  3. Click on the "Always accept cookies" radio-button.
  4. If you want to be informed each time a cookie is set (not recommended) you can click on the "Prompt before..." radio-button.

In Internet Explorer 5.0:

  1. Tools
  2. Internet Options
  3. Security
  4. Custom Level
  5. Cookies then click enable

We are highly aware of our participants' concerns about security and we are constantly monitoring our Web Site's security infrastructure and improving on it where possible. Using cookies does not affect our very strong security architecture in any way.

15. Part of the screen image is being cut off what is wrong?
This Web site is designed to be viewed at a minimum of 800x600 resolution, preferably higher. This is stated in our System Requirements. Most PCs made in 1996 and later come with these and the majority of our Web users use these minimum screen resolutions.

Is it possible that you are viewing at a low screen resolution that does not allow you to view a large area at one time? This will also cause excessive scrolling. You can try to shut down some of your browser controls (Links, Personal Address Bar, Search etc.) to make more room for your account data, or you can try increasing your screen resolution through your display control panel.

  1. Click on My Computer
  2. Click on Control Panel
  3. Click on Display
  4. Click on the tab that says "settings"
  5. Adjust screen area to desired resolution
  6. Click apply

16. What do I do about my printing problems?
A printing problem is often a problem with "frames." Our Web site is built using frames, which is beneficial when presenting a complex site. Frames are used to "separate, contain, and present" information.

The different sections of the page on the screen show the frames. The key is to left click on the frame you wish to print prior to going to the print icon or the file print option. Our Web site was designed for browser versions 4.0 or higher. To print a page from this Web site, we suggest using either Microsoft's Internet Explorer (IE) or Netscape (version 4.0 or higher). Please follow these directions:

  1. STEP #1: Single left click on the content frame, that is the frame displaying the data you want to print, such as Account Balance.
  2. STEP #2: Click on the printer icon in your menu bar, or go to File/Print (in Netscape File/Print Frame) and click OK.

If you want to print more than the content frame (only possible in IE 4.x):

  1. STEP #1: Bring up the page you want to print.
  2. STEP #2: Go to File/Print.
  3. STEP #3: Select "As laid out on screen" and click OK.
